Four separate questions, and they have four different answers. Going through them in order saves a lot of disappointment.

Bidding: yes, with an account
Nothing about bidding depends on where you are.
Paying: probably, with an Indian method
An Indian card, UPI or net banking works normally. If you are abroad with an Indian bank account, nothing changes.
A card issued outside India may be declined, by the gateway or the issuing bank. That is not a rule Metzee applies; it is what happens. Everything is priced in rupees, with no currency conversion offered — if a foreign card is accepted, your own bank converts and may add its own fee. My card was declined
Delivery: this is the one that stops people
Sellers set delivery zones inside India. There is no international shipping option, so for most listings a seller simply cannot send it to you.
What works instead:
- An Indian delivery address — family, a friend, an office. This is how nearly all of these are resolved.
- Pickup, if someone can collect for you. The pickup code is what matters at handover, not who is holding it. Can someone else collect it for me?
Check before you bid, not after. Enter the Indian PIN code you would actually use and see what delivery costs — or whether the seller reaches it at all. A win you cannot take delivery of is a win you still owe for. How do I know the total before I bid?
The practical summary
If you are an NRI buying for family in India, this works well. Pay with something Indian, deliver to them, and the whole thing is ordinary.
If you want something shipped to another country, Metzee is not the right tool and no seller setting makes it one.
Two smaller things
The payment window does not care about your time zone. Thirty minutes if you were watching when you won, longer if it ended while you were away — and "away" includes asleep in a different country. Set a maximum bid rather than staying up. What a maximum bid is
The OTP goes to WhatsApp, which works internationally. SMS is not switched on, so a foreign number that cannot receive WhatsApp should use email or Google to sign in instead. My OTP is not arriving
Invoices
Indian tax documents for Indian sales, GST-inclusive, addressed to whatever was on the order. Do the prices include tax?
